Service Provider in charge of Communication for the Language Center of the French Institute of Cambodia (IFC)

The French Institute of Cambodia (IFC) is seeking an experienced communications provider to manage and develop the digital strategy of its Language Center. Under the supervision of the Course Director and in close collaboration with the IFC Communications Manager, the service provider will actively contribute to promoting the IFC's language offerings to a variety of audiences.

1. Nature of the contractual relationship

The selected service provider will act as an independent service provider.

  • No relationship of subordination or employee status is created by this call for applications or by the service contract which will result from it.
  • The service provider remains solely responsible for its tax and social security obligations, its equipment, the organization of its work and, where applicable, its personnel.
  • The service provider and, where applicable, its staff must hold a valid work permit and a visa that complies with current legislation. They undertake to provide, upon request, supporting documents attesting to this compliance before the start of the service and throughout its duration.

2. Missions and responsibilities

The service provider will be responsible for the digital strategy through to execution, with the following responsibilities:

  • Carry out a complete assessment of the current digital communication tools and actions dedicated to the Language Center.
  • Identify strengths, areas for improvement and development opportunities to strengthen the visibility of the Language Center.
  • Define an innovative digital strategy to:
    a. attract new learners;
    b. engage with the existing community
    c. highlight the course offers
  • Propose relevant partnerships to expand the reach of promotional campaigns.

Creation and animation

  • Manage and run the Language Center's social networks on a daily basis (Facebook, Instagram, etc.);         
  • Create and distribute engaging content (texts, visuals, videos), adapted to each platform;
  • Organize and promote events (online or in person) aimed at energizing the community and strengthening the Center's reputation.

Analysis

  • Monitor and analyze the performance of the actions carried out (indicators, feedback, interactions, etc.);
  • Propose strategic adjustments based on the data collected;


3. Profile and Key Technical Skills

Desired Experience

  • Significant experience in communication or digital projects;
  • Specific experience in promoting educational or cultural services is a major asset.

Technical Skills

  • Proficient social networks and advertising platforms (TikTok , Facebook Ads , Instagram, LinkedIn, etc.);
  • Knowledge of digital marketing techniques (SEO/SEA, Google Ads and performance analysis);
  • Writing skills: Excellent command of Khmer and English for the creation of engaging content. Fluency in French is an asset;
  • Proficiency in graphic design software (e.g. Canva , etc.) for the production of media;
  • Proven experience in video editing for short and dynamic formats.

4. Duration and place of performance

  • Services Provision contract for a period of 3 months, renewable depending on performance.
  • Location: Phnom Penh, with on-site interventions according to the IFC schedule; some of the work may be carried out remotely.

5. Financial terms and invoicing

  • Monthly package (to be specified in the offer); fixed rates and non-revisable during the initial period.
  • Monthly invoicing, upon presentation of validated deliverables and a compliant invoice.
  • Payment deadlines: 30 days end of month after receipt of invoice and validation.
  • The service provider guarantees to be in compliance with the tax and social regulations applicable in Cambodia; any tax required by law will be applied where applicable.

6. How to apply

  • Detailed financial proposal.
  • Proof of registration as a service provider (if available).
